Yes, there are no protocol specific requirements on the parent chain.
That said I wouldn’t be surprised if there are factors that will be identified as important in the future - both economical aspects, and things like congestion, block time, capacity, etc.

… but it’s an interesting thought… how might the computational power be leveraged in other ways without compromising security.
